Chandigarh, March 25
The Excise Policy 2026–27 has been approved by the Governor Punjab & Administrator UT Chandigarh, incorporating key stakeholder suggestions and focusing on transparency, technology-driven e-tendering, and increased revenue. Measures to curb monopolies, along with features like liquor procurement by bars, inter-vend transfers, enhanced security, and GPS tracking, have been introduced.
In the second round of e-tendering held on 25.03.2026, 19 bids were received for 11 vends, generating revenue of Rs. 62.38 crore against a reserve price of Rs. 53.94 crore (15.64% increase), also received Rs. 38 lakhs as participation fee. Prior to this, during 01st round of e-tendering held on 19.03.2026, 195 bids were received for 82 vends, generating revenue of Rs. 487.68 crore against a reserve price of Rs. 376.24 crore (29% increase), also received Rs. 3.90 crore as participation fee.
In totality against the 93 retail vends, the Department has collected total revenue of Rs. 550.06 crore against the reserve price of Rs. 430.18 crore with an increase of 28 %, also received Rs. 4.28 crore as participation fee. Furthermore, the tendering process for the remaining 04 licensing units has been initiated. In light of the overwhelming response from bidders, the department is well-placed to complete the allotment of the remaining vends successfully and is likely to realize revenues significantly exceeding the fixed reserve price, thereby substantially advancing the achievement of its revenue targets.
After this phenomenal success, the Department is also geared up to implement other measures outlined in the policy approved by Hon’ble Governor of Punjab-cum-the Administrator and Chief Secretary, U.T., Chandigarh.
