Bal Shramik Vidya Yojana to be implemented in all 75 districts in a new format: CM

Chief Minister Yogi Adityanath has taken several important decisions to further expand and make labour welfare, skill development, and employment generation more result-oriented. He has directed the expansion of the Bal Shramik Vidya Yojana to all 75 districts of the state, further strengthening the ‘Sevamitra’ system, developing modern labour facilitation centres in major cities for construction workers, and linking the employment mission with global opportunities.

Chief Minister said, “Workers are not merely part of the production process, but the greatest strength behind the state’s economy and progress. The government’s priority is to provide workers, youth, and weaker sections of society with a dignified life, quality education, safe working conditions, and better employment opportunities.”

While reviewing various schemes, programmes, and proposed initiatives of the Labour and Employment Department on Saturday, the Chief Minister added, no child should be deprived of education due to financial hardship. He directed officials to conduct special campaigns in child labour-affected areas to connect children with schools and make their rehabilitation process more effective. He also instructed that a skill development action plan be prepared for such children with support from the private sector.

During the meeting, officials informed that under this scheme, launched in 2020, working children in the 8 to 18 years age group are being enrolled in schools and provided financial assistance. Currently, the scheme is operational in 20 districts. Chief Minister directed that it be implemented in all 75 districts of the state with new provisions.

Chief Minister described the ‘Sevamitra’ system as an innovative model of employment and public service delivery, stating that such technology-based systems create new opportunities for youth and skilled workers. He directed that it be made more effective and citizen-friendly.

Officials informed that under this system, operational since 2021, citizens can avail domestic services through a mobile app, web portal, or call centre. At present, the portal has 1,097 service providers, 5,049 Sevamitra, and 54,747 skilled workers registered on it.

Encouraging the proposal to utilize the Sevamitra system in government departments as per requirement, the Chief Minister said that it would enhance transparency and generate employment opportunities at the local level.

Chief Minister appreciated the institutional reforms carried out in the Labour Department and said, “Maintaining a balance between an industry-friendly environment and labour welfare is an important part of the government’s policy.”

During the meeting, it was informed that 32,583 factories have been registered in the state so far. While this number stood at 14,176 till March 2017, a total of 18,407 new factories have been registered after April 2017. In the financial year 2025-26 alone, 4,860 factories were registered.

The department has received recognition as a ‘Top Achiever’ in the implementation of BRAP reforms and was honoured for excellence in the labour sector during Udyog Sangam 2025.

Chief Minister directed, “The proposed labour facilitation centres, or ‘Labour Addas,’ for construction workers in all industrial cities be developed in a systematic manner. These centres should not merely function as gathering points for workers, but should be developed as comprehensive labour assistance and facilitation centres. It is essential to provide safe and organized housing facilities for workers coming from other regions in large numbers.”

Describing the proposed Industrial Worker Training Institute and Hostel Scheme in Kanpur as an important initiative in the field of skill development, the Chief Minister said that preparing trained human resources according to industry requirements is the need of the hour.

Officials informed that a training institute with a capacity of 200 trainees is proposed on land located in Vishnupuri, where training will be imparted in various trades including carpentry, electrician work, fitter, plumber, painter, and building construction. In addition, a hostel with a capacity of 200 trainees has also been proposed on land located in Benajhabar.

Chief Minister described employment generation as one of the government’s top priorities and said that youth of the state should be provided employment opportunities at local, national, and global levels.

Officials informed that, “Rapid efforts are being made to provide employment opportunities within India and abroad through the ‘Uttar Pradesh Employment Mission,’ constituted in July 2025. The Employment Mission has also obtained a recruitment agency license from the Ministry of External Affairs. Through employment programmes organized in Lucknow, Gorakhpur, Varanasi, and Kanpur, 27,555 youth have been selected, including 2,300 youth selected for overseas employment opportunities.”

It was also informed during the meeting that during the year 2025-26, employment opportunities were provided to 3,74,776 candidates through 3,030 job fairs and campus placement programmes conducted across the state. During the same period, 6,80,469 youth participated in 4,873 career counselling programmes.

Chief Minister directed that job fairs should not become merely formal events, but should instead be linked with actual industry demand and the capabilities of youth. He further added that these initiatives should also be connected with the Sardar Vallabhbhai Patel Industrial and Employment Zone.

Reviewing efforts related to global employment opportunities, the Chief Minister said, “The youth of Uttar Pradesh are capable of leveraging world-class opportunities.” Officials informed that employment possibilities have been identified in countries including Germany, Japan, and the Slovak Republic. Agreements have also been signed to begin training programmes in various languages, including Japanese, German, and English.

The Chief Minister directed that the Employment Department be developed into a modern and digital employment system in line with future requirements. He also instructed officials to strengthen AI-based services, digital job matching, and the online counselling system on the Rojgar Sangam portal.
