Under the leadership of Chief Minister, the Uttar Pradesh government has begun preparations for the next phase of foundational education reforms. After strengthening Foundational Literacy and Numeracy (FLN) for students from Classes 1 to 3 through the NIPUN Bharat Mission, the government is now moving swiftly to extend its reach up to Class 5. New learning goals and competencies are being developed for Hindi, English, Mathematics and Environmental Studies (EVS).
As per the proposed action plan, these competencies and learning targets will be finalized by June 20 and submitted for approval. The action plan was recently presented during a review meeting chaired by Partha Sarathi Sen Sharma, Additional Chief Secretary, Basic Education and Secondary Education. The meeting reviewed progress on the expansion of the NIPUN Bharat Mission, formulation of learning goals for Classes 3 to 5, the teacher consultation process, and implementation strategies. Based on these deliberations, the roadmap for the next phase of the mission is being advanced.
A strong learning foundation in the early years is considered essential for quality education in the future. In line with this vision, the Yogi government is preparing a comprehensive expansion plan for the NIPUN Bharat Mission to ensure continuous improvement in learning outcomes among students of Classes 3, 4, and 5. Under the leadership of Chief Minister, the NIPUN Bharat Mission has emerged as a strong pillar of educational reform in Uttar Pradesh. Through NIPUN 2.0, the government is now preparing to take foundational education reforms to the next level. Expanding the mission to Classes 3 to 5 will strengthen continuity in learning, improve subject comprehension, and accelerate learning outcomes across schools.
Under the NIPUN Expansion Programme, competency mapping has been completed based on the National Curriculum Framework (NCF), PARAKH, and NCERT textbooks. Based on this mapping, subject-wise and grade-wise learning expectations are being defined to make the teaching process more outcome-oriented. The government’s objective is to ensure that students’ learning progress can be measured clearly and that the teaching process is aligned accordingly
Under the action plan, draft learning goals for Hindi and Mathematics have already been prepared. In the next phase, learning targets for English and EVS will also be finalized. These goals will clearly define grade-specific learning achievements, helping teachers in academic planning and learning assessment. To ensure that the NIPUN 2.0 framework is practical and aligned with school-level requirements, active participation of teachers is being prioritized.
A virtual consultation with 12 teachers has already been conducted. In addition, a consultation workshop involving at least 10 teachers will be organized to validate and refine the proposed competencies and learning goals. A broader stakeholder consultation process is also underway to ensure that the final framework reflects the actual needs of schools.
Once the competencies and learning goals for Classes 3 to 5 are finalized, a NIPUN Sankalp Workshop will be organized. Through this workshop, district- and block-level academic leaders, teachers, and academic teams will be familiarized with the new framework, and strategies for its effective implementation will be developed.
