Signals of Stability: Is Congress Settling Behind Warring?

With an eye on the 2027 State elections, the Punjab Congress has begun fortifying its organizational base, broadening its framework to deepen grassroots presence across the state. Under the leadership of PPCC President Amrinder Singh Raja Warring, executive committees have been formed in 10 districts, along with presidents appointed for 95 blocks. Earlier, the party had already named presidents in 8 districts. This systematic expansion is not just aimed at strengthening the Congress at the ground level but also reflects the central leadership’s confidence in Warring’s ability to steer the organization through the crucial electoral phase.

Over the past few months, sporadic attempts by a section of Congress leaders to unseat Warring as PPCC chief failed to gain traction. Even recently, voices from Doaba and Majha pressed for his replacement. Yet, according to reliable AICC sources, the high command remains satisfied with his performance. “Warring has been the PPCC chief for four years. With elections less than a year away, there is no valid reason to replace him. A change of guard now could destabilize the entire organizational structure in Punjab,” remarked a senior Congress leader close to the Leader of Opposition, Rahul Gandhi.

Notably, at 48, Warring has impressed the central leadership with his energy and mass connect, most notably through the recent mega rally in Barnala, which turned out to be a grand success. Furthermore, balancing his responsibilities as PPCC President with his role as Ludhiana MP, Warring has earned the confidence of senior AICC leaders, it is learnt. Importantly, he was the first in Punjab to categorically declare that he is not in the race for Chief Ministership, positioning himself as a loyal party soldier committed to ensuring a decisive victory in the upcoming elections — a statement that resonated strongly with the central leadership.

Considering the strict directive of the Congress high command and the party’s general secretary in-charge of Punjab affairs, Bhupesh Baghel, that no leader will speak to the media on the party’s internal matters, Punjab Congress leaders, including detractors of Warring, remain tight-lipped. However, speaking on condition of anonymity, some senior leaders acknowledged that a change in the PPCC presidency now appears extremely unlikely. Though on the surface it appears the party will contest the next assembly elections under Warring’s leadership, given Congress’s history of sudden shifts, one can never entirely rule out surprises.
